The prologue begins with the viewpoint of an unknown individual on knowledge, power, and murder. "Knowledge, they say, is power. You have more power when you have more information. Let's say you know the jackpot winning numbers. You'd rush to the store. You'd come out on top.
The stock market is the same way. You're not discussing a craze, a percentage game, a whisper, or a tip. You're discussing knowledge. Real, practical knowledge. You'd make a purchase. Then you'd sell later and get wealthy. If you could foretell the future in any sport, you'd be safe and sound. Everything is the same. "The same goes for murdering people."
In New York City, Reacher approaches and knocks out two guys who have been dispatched to collect protection racket money from the new restaurant where he has just served meals, and he makes the guys believe he is a part of a competing crime organization. The FBI apprehends Reacher and interrogates him, but he reveals that he's been alone since mustering out of the army.
He is then asked about two women whose cases of sexual assault he handled as a member of Parliament. It is found that they were both murdered within the previous six months, and a criminal profiling group has concluded that the murderer was someone who looked absolutely like Reacher. Reacher knows he has no evidence for the locations and times of the women's murders, so he hires a lawyer.
After more interrogation, Reacher's lawyer girlfriend Jodie arrives, and he is freed. Reacher travels to his house in upstate New York that he acquired from Leon Garber, while Jodie returns to work. He is shortly summoned by two members of the FBI team who questioned him earlier.
A third lady, also an ex-soldier who filed a sexual assault complaint, was murdered — but in a different time period than the previous two. The FBI threatens to harm him and maybe Jodie if he does not cooperate with the inquiry.
Reacher and the team's principal profiler, Special Agent Lamarr, drive from New York to Quantico, Virginia, discussing the case. It just so happens that Lamarr's stepsister shares the same characteristics as the three women who have already been murdered.
Lamarr also exposes the killer's method of murdering, which involves leaving the victims nude in their bathtubs, covered in army-issue camouflage paint, and killing them in an unknown manner with no bruises or injuries.
At Quantico, the team gathers for numerous meetings, and Reacher meets agent Lisa Harper, the woman who must accompany him wherever he goes. Reacher recommends calling Colonel John Trent at Fort Dix to enquire about special forces warriors and the three-week rotation (yet another of Lamarr's investigative misdirection’s).
Reacher and Harper travel to New Jersey, but the colonel lets Reacher escape out the window and organizes a four-hour journey to New York while Harper remains outside the colonel's office owing to security clearance issues. When he arrives, Jack picks a random pair of crooks who are collecting protection money and sets up a turf war between competing racketeers.
By removing a specific criminal lord from the equation, the FBI effectively loses its power over him and Jodie. Agent Harper is completely unaware of his whereabouts when he returns to New Jersey.
The group continues their investigation, and Agent Lamarr's stepsister is the next victim. The other ladies on the list are subsequently placed under the watchful eye of local cops. Reacher and Harper eventually capture the attacker. It's none other than FBI Agent Lamarr on the other end of the line. When Jack gets involved, she is about to murder her sixth victim.
Reacher and Harper conclude that Lamarr was using her hypnosis skills to cause the victims to unintentionally drown themselves by swallowing their own tongues. Her motivations were a family inheritance and a pathological hatred against her stepsister; the other killings were carried out to muddy the waters of the investigation.

When Jack catches up with Jodie, she explains that she will be going to London in a month.
