List Of Agreements Signed During The 14th Indo-Japan Summit

How many agreements were signed between India and Japan at the Summit held in Delhi?

India and Japan signed a total of 6 agreements during the 14th Indo-Japan Summit held on 19-20th March 2022. 

1. Memorandum of Cooperation (MoC) in the field of Cybersecurity:

Purpose:- For information sharing, capacity building programs and cooperation in the area of cyber security.

2. 7 Japan International Cooperation Agency (JICA) Loans (INR 20,400 crores) for projects in connectivity, water supply and sewerage, horticulture, healthcare, and biodiversity conservation in various states.

Infrastructure projects for which loans have been sanctioned:-

a) Dedicated Freight Corridor Project (Phase 2) (III)
b) North East Road Network Connectivity Improvement Project (NH208 (Khowai-Sabroom)) Phase 6
c) Bengaluru Water Supply and Sewerage Project (Phase 3) (II)
d) Uttarakhand Integrated Horticulture Development Project
e) Strengthening Health Systems and Excellence of Medical Education in Assam
f) Tamil Nadu Biodiversity Conservation and Greening Project Phase –II
g) Chennai Metro (Phase 2) (II)

3. i) Amendment of Article 7 (Exchange of Information) of Implementing Agreement (IA) signed between India and Japan as per Article 13 of India-Japan Comprehensive Economic Partnership Agreement (CEPA)

ii) Amend Annex 2 (Product Specific rules) of CEPA to allow the fish surimi product of India with the non-originating additive to be considered as an originating good of India.

4. Memorandum of Cooperation (MoC) on Decentralized Domestic Wastewater Management.

Purpose:- To introduce Johkasou technology in India by Japanese companies for decentralized wastewater treatment.  It is used in areas where sewage infrastructure has not yet been developed.

5. India-Japan Industrial Competitiveness Partnership Roadmap

Purpose:- To implement the Memorandum of Cooperation (MoC) on the India-Japan Industrial Competitiveness Partnership that was signed in November 2021. It seeks to address issues that Japanese companies currently face in India through a fast-track mechanism. Working Groups on logistics and textiles have been established and in other sectors as needed. It includes cooperation in Micro, Small and Medium Enterprises (MSME) sector and supply chain matters.

6. Memorandum of Cooperation on Sustainable Urban Development

Purpose:- Builds on the 2007 Memorandum of Understanding (MoU) on Urban Development to include smart cities development, affordable housing, urban flood management, wastewater management, Intelligent Transport Management System etc.

What were the issues discussed between the two Prime Ministers at the Summit?

As per the Joint Statement issued by the two sides on the conclusion of the Summit, the two leaders spoke about:

1. A Free and Open and Indo-Pacific Region. 

2. Increasing diplomatic and military coordination between the two countries.

3. Increased cooperation between the members of the Quad. 

4. Japanese support for India’s Indo-Pacific Oceans’ Initiative (IPOI) and International Solar Alliance. 

5. Denuclearization of the Korean Peninsula. 

6. The situation in Afghanistan. 

7. Cross-border terrorism from Pakistan. 

8. The humanitarian crisis in Myanmar and Ukraine. 

9. Japanese support for India’s membership at the Nuclear Suppliers’ Group.

10. The Wuhan Virus pandemic and vaccine exports for the disease.

11. The launch of the India-Japan Clean Energy Partnership.

12. Combating Climate Change and Global Warming. 

13. Japanese infrastructure and investment in India.

14. Bilateral currency swap worth 75 billion US dollars between the two countries. 

15. Technology Cooperation. 

16. Cooperation in cyber security and 5G projects.

17.  Sustainable development of India’s North–East region.

The 70th anniversary of bilateral relationship between India and Japan.
